"Brownfields" are abandoned, idled, or underutilized industrial and commercial properties where expansion or redevelopment is complicated by real or perceived contamination. BASELINE has been actively involved in assisting municipalities, including the City of Stockton, the City of Oakland, and the City of Sacramento, in their Brownfields redevelopment projects. Some of these projects have been funded by the U.S. Environmental Protection Agency under Brownfields Pilot Project Grants while others have been redevelopment agency projects. Some of the Brownfield services we offer include the following:

  • Phase II soil and groundwater investigationsSampling and Analysis Plans
  • Preliminary endangerment assessment and human health risk assessment preparation
  • Development of area-wide risk-based screening levels to streamline cleanup and facilitate redevelopment
  • Review of technical documents, including bioavailability and microanalytical studies

  • Development of statistically-based soil sampling protocols
  • Waste stream classification and waste disposal coordination
  • Brownfields cleanup revolving loan fund applications
