"Brownfields" are abandoned, idled, or underutilized industrial and commercial properties where expansion or redevelopment is complicated by real or perceived contamination. BASELINE has been actively involved in assisting municipalities, including the City of Stockton and the City of Sacramento, in their Brownfields redevelopment projects. These projects have been funded largely by the U.S. Environmental Protection Agency under Brownfields Pilot Project Grants. Some of the brownfield services we offer include the following:

  • Phase I Environmental Site Assessments
  • Phase II soil and groundwater investigations
  • Sampling and Analysis Plans (SAP)
  • Preliminary endangerment assessment and human health risk assessment preparation
  • Development of area-wide risk-based screening levels to streamline cleanup and facilitate redevelopment
  • Review of technical documents, including bioavailability and microanalytical studies
  • Risk management plans
  • Health and safety plans
  • Development of statistically-based soil sampling protocols
  • Waste stream characterization and waste disposal coordination
  • Brownfields cleanup revolving loan fund applications
  • Public participation
  • Preparation of newsletters
