Mixed-use Development EIRs

BASELINE has completed environmental work for numerous mixed use development projects over the last 20 years. CEQA and NEPA studies have analyzed issues related to projects that range from a proposed new town of 40,000 residents in San Joaquin County to a community center/private school complex in San Mateo to golf course/residential and resort projects in Sonoma County.

BASELINE first became involved in the Mountain House new town when Mountain HomeSan Joaquin County was updating the general plan in the early 1990s. The new plan that was adopted included the concept of up to five new, master planned communities in the unincorporated area. BASELINE prepared two environmental impact reports for Mountain House, located on the San Joaquin-Alameda county border, west of Tracy. Ten years later, the first 3,000 housing units for the new town have been approved and are under construction. The master plan for Mountain House calls for buildout of 16,000 housing units of varying densities, plus employment of 25,000 workers in the project's business and industrial parks.
