CEC Opt-in Certification Program under AB 205
As of June 30, 2022, Assembly Bill (AB) 205 expands the ability of the California Energy Commission (CEC) to oversee the permitting and environmental review of certain types of clean and renewable energy facilities in a timely and efficient matter, such as:

Solar photovoltaic or terrestrial wind electrical generating power plants 50 MW or greater

Battery energy storage systems capable of storing 200 MWh or more

Stationary power plants using thermal energy, excluding fossil or nuclear fuels, 50 MW or greater
Under AB 205, the CEC had developed the Opt-In Certification Program which is an optional streamlined permitting pathway for renewable energy projects. To support environmental review under the Opt-in Certification Program and/or CEQA, Baseline prepares the follow studies:
